Mills Act Homes in Laguna Beach: Why Historic Homes May Be One of the Best Investments in Coastal Orange County
One of the many reasons people fall in love with Laguna Beach isn't just the ocean—it's the city's history.
Unlike many Southern California beach communities that were built in recent decades, Laguna Beach has managed to preserve much of its architectural heritage. As you walk through neighborhoods like the Village, Woods Cove, North Laguna, and Bluebird Canyon, you'll find homes that tell the story of the city's early artist colony. From charming beach cottages to Spanish Revival homes and Mid-Century architecture, every neighborhood has its own unique character.
As a real estate agent who specializes in Laguna Beach, I have always been fascinated by architecture. While I appreciate everything from modern contemporary homes to classic Mediterranean estates, there is something especially timeless about a quintessential Laguna Beach cottage. They have a warmth and authenticity that simply can't be replicated.
What Is the Mills Act?
For buyers who appreciate historic homes, the Mills Act is one of California's most valuable yet often overlooked homeowner benefits.
The Mills Act is a California program that encourages the preservation of historically significant properties. Owners of qualifying homes enter into an agreement with the local government to properly maintain and preserve the architectural integrity of the property. In return, many homeowners receive a substantial reduction in their annual property taxes (Up to 60% or more). As an example, a cottage in San Juan Capistrano sold last week for $1.6 Million and since it is registered as a Historic Home/ Mills Act, the annual Property Tax bill is ~$4400 instead of ~$17,000. Not a bad savings!
While every property is different, the potential tax savings can be significant, making ownership of a historic home much more affordable over the long term. These savings are intended to help offset the costs associated with maintaining and restoring historic properties.
Why Buyers Love Mills Act Homes
Beyond the financial benefits, Mills Act homes offer something increasingly difficult to find: character.
Many of Laguna Beach's historic homes feature handcrafted details, original woodwork, Dutch doors, vaulted wood-beam ceilings, and thoughtful design elements that create a sense of place. These are homes with stories, not just square footage.
Many buyers initially assume older homes require compromise. In reality, many of Laguna Beach's finest cottages have been beautifully updated while maintaining their original charm.
One architect whose work I particularly admire is Gregg Abel.
Gregg has become well known in Laguna Beach for thoughtfully reimagining historic cottages without sacrificing what makes them so special. Rather than replacing the home's personality, his designs celebrate it. One feature I especially appreciate is his creative use of natural light through strategically placed skylights, allowing these charming cottages to feel brighter, more open, and perfectly suited for modern living while preserving their historic character.
Is a Mills Act Home Right for You?
Owning a Mills Act home does come with responsibilities. Property owners agree to preserve the home's historic character and maintain it according to the terms of their Mills Act agreement. While that commitment isn't for everyone, many homeowners find the combination of architectural significance, financial incentives, and pride of ownership well worth it.
If you're someone who appreciates homes with history, craftsmanship, and lasting character, a Mills Act property may be one of the most rewarding opportunities in Laguna Beach.
Thinking About Buying or Selling a Historic Laguna Beach Home?
Whether you're searching for a classic Laguna Beach cottage, a Mills Act property with potential property tax savings, or a home with enduring architectural significance, I'd be happy to help you navigate the opportunities available. These homes are among the most unique and coveted properties in Laguna Beach, and because they rarely become available, it's important to understand both the benefits and the responsibilities that come with ownership.
Historic homes aren't just houses- they're part of Laguna Beach's story. Helping clients find the right one is one of my favorite parts of being a Realtor.
